, mrs. perry, honored to be in your presence. the uss makin island, chief of the fairest city in the world, san francisco, and he esteemed professionals. this is nice, i'm going to move south of here and take you to afghanistan. as you know we have marines, soldiers, sailors in afghanistan currently, but i'm going to bring you to when i was there during 2010 and 2011 after the president decided to surge the forces. first marine decision, first marine expeditionary force forward entered southwest afghanistan during 2009. we arrived in 2010 so it was a bit more stable. and we went straight to helman and nimruz province. very complex dynamic environment that we were operating in but before i begin it talk to you about the operational picture, i just want to give you a snapshot of afghanistan. when we got there i want to set the frame here so you understand what we're dealing with. afghanistan ranged 180th out of 1 86 on the world bank list of developed countries. 20 percent of the babies won't reach their first year of life. there is a 44 year life span for your average citizen. it has

been shot and killed a few days earlier, in an adjoining county called perry county-this is in the black belt of alabama-the home county of mrs. martin luther king jr., the home county of mrs. ralph abernathy, the home county of mrs. andrew young. and because of what happened to him, we made a decision to march. in selma, alabama, in 1965, only 2.1 percent of blacks of voting age were registered to vote. the only place you could attempt to register was to go down to the courthouse. you had to pass a so-called literacy test. and they would tell people over and over again that they didn't or couldn't pass the literacy test. on one occasion, a man was asked to count the number of bubbles on a bar of soap. on another occasion, a man was asked to count the number of jellybeans in a jar. there were african-american lawyers, doctors, teachers, housewives, college professors flunking this so-called literacy test. and we had to change that, so we sought to march. and we got to the top of the bridge. we saw a sea of blue-alabama state troopers-and we continued to walk. we came within hearing

we have had several states testify here today. governor perry wrote a letter on the subject. i would like that part of the record as well. so ordered. >> mr. chairman, thank you so much. i want to thank all seven witnesses for bearing with us. my question is over a concern that i have in regard to the exchanges and the authority of the secretary in regard to will making. i am going to direct my questioning to the secretary of health services in wisconsin, mr. dennis smith, and hopefully we will be able to get all this done in five minutes. the recently released information regarding health care quality for exchanges on november the 27, it specifically mentions a section, 1311 of aca, which directs quality health plan issues and improvement strategies as directed by the secretary, specifically subsection 8 of 1311 would allow the secretary to prevent physicians treating patients in exchanges unless they implement such mechanisms to improve health care quality the secretary may require. physicians must follow quality directives as defined by the secretary or lose their business.
